Yes and no. Clothes do have difference between them. I think to do some example is easiest.
Two hats, Laddie's Cap and Fox Hat:


You see Laddie's Cap has 10-30% with Sewing affinity. Fox hat has 10-25% for Agility affinity.
Now some example gilding, Quilted Wadding:

This wadding is 20-100% with Charisma and Sewing affinity.
Gildable cloth means you can put a gilding in this one. Then based on affinity of cloth and affinity of gild item, you have chance to make this one gildable again (to put some second gild in this one).
The percent chance for success is based on matching gilds and your skill in them. So Fox Hat and Wadding have no matched affinity. This means chances for gild will
always be minimum. So 10% chance * 20% chance = 2% chance.
We can see this one is true here:

But Laddie's Cap and wadding have single matched affinity. So this means the chance for gild is not minimum, instead somewhere in range of 10%*20% = 2% and 30%*100% = 30%. Where between this 2-30% range is based on the sewing skill. More skill = closer to this 30% chance for getting. At my current stat (200), I have 23% chance:


So to summary: you can gild any single item in any item, but if you want to put multiple gild items into single item, you will want to match this affinity and have high skills for best chance for getting.
