How do i make a torch

I have the skill but i cant figure out how to make it, if i fill a bucket with tar i cant make the torch and i cant put the bucket in my inv... how do you all do this

You need to discover all ingredients. Fortunately devs are merciful and tar can be discovered by filling a bucket of it from a barrel.

EDIT: you must equip bucket into hand slot when it has something in it.

Another way is to put the bucket in a cupboard (or any other container) and craft a torch with that container opened. A lot of things are crafted much more easily from a cupboard.
