Equipped fishing rod not working

It says use a fully equipped fishing rod, I have a bushcraft, spindley as fishing line, bone hook, and ant pupae bait

Have you actually picked the supplies up and right clicked them onto your rod, or are they just in your inventory?

Right clicked onto the rod.

Place appropriate items on the rod, equip the rod in either hand. Fish.

No need to discover the items to equip them on the rod. You only need to have discovered an item if it needs to be used in a craft or build recipe.
