Stone axe for everything except cutting down trees (metal axe uses slightly less stamina), and the quality for cutting trees does not matter in any measurable way.

So, if you need quality, stick to stone axe and bone saw; if you're building a Great Hall - you're waay better off with metal axe and saw.
