Any way to pave under a claim idol?

If I placed a claim idol on grass, is there no way to pave under it? Would I have to remove it and lose my LP?

I did this once and regretted it afterwards but rather than destroy it and lose the lp, I paved one tile out from it all around and then planted bushes in the inside tiles ... it looked nice. :)

Why we have to be directly above to plant gras.
I mean, we could throw seeds to the tile next to us.
