Anvil quality

Is the quality of anvil equal to average quality of metal without any softcap?

yes, softcap doesn't apply to any work stations u build, just craftables

Does this mean, if I make a anvil out of 100q metal, but have 1 Smithing, I would get a 100 q Anvil?

Strange.

Not really, building any physical object has never been based on character attributes. Only the item Q that's put into the build site affects this.
