Is it possible to destroy a cliff?

There is a cliff next to some water that I want to destroy. It is possible? I've tried terraforming around it but always get the message of "This land cannot be further leveled".

You can drop dirt to floor at base of cliff. Eventual it can merge into ground and ground gets high. Soon cliff is no more.

iv had this same problem been droping dirt but is still cliff mabye will go away with enough dirt, before i distoryed cliff by digging from top but cant in current situation

It should start changing right after the first piece of soil decays. Are you sure you are positioning yourself right at the bottom? You may also shift+сlick the ground with the soil in your cursor to level the grown straightaway

I'm under impression that cliffs like that are too close to water to get rid off.

allow us to pour soil at water tiles but make it require some other materials than soil expensive enought so people won't use it to grief
