pile of soil and teraforming?

A while back i read some people say that when they were of a teraforming project, they'd just put piles of soil on the project and when leveling, soil would be taken automatically from those piles to fill up.
Were they just BSing? Because I try it and it's not working.

Terraforming has never worked this way iirc.

Unless they had some sort of leveling bot, in which case it would/could work this way.
