Crop Planting Quality

So I've noticed(and read on the forum) that when you plant crops at a certain time of day there will be a difference in quality when planting. However, is this a consistent time to plant? Or does it rotate around? I've begun an excel spreadsheet of the times I've planted, harvested, and the difference; but I don't want to keep doing it if it's constantly random.

The random number is picked when you plant a crop. As you move away from that first spot, it starts to vary from that value. It also varies as time passes. If I recall the values correctly, it's 5 hours and 500 tiles to get a new fully random seed.
