How do I raise/lower ground levels

I am building a fence to protect my base but it says that the ground level is too high. How do I lower it?

Adventure > Landscaping > Survey Land and designate the area of land you'd like to level. Adjust the scale to the level you want in order to either raise the land (add soil) or lower the land (remove soil).

you can also hold dirt in your hand and shift + right click on the ground to manually raise the ground somewhere

Or just throw it away from your inventory and after some period ground will raise on its own.
