Upping or maintaining crop Q

Okay so I understand the waiting 5 hours to get a new crop Q number. The 500 tiles is that move 500 tiles and come back for a new Q or just 500 tiles away you get that Q there?

Also the wiki stated a +/- 5 variable but I have been getting up to -10 my farming skill is far above what I am trying to plant (120 for q 76 seeds) yet after 2 days I finally got something plants that is q70.

Am I missing something here or do I just need to keep waiting 5 hours and trying again?

You'd have to plant 500 tiles away. The farther away you move, the more random the numbers become. Just a dozen tiles or so can (or not) be an improvement of a point.

so move 500 tiles+ away plant something and come back and it might be different?

No, the location you plant at sets a random seed. and it stays there for 5 hours. If you move the given distance, a seed is generated for that point, but doesn't change the other one.
