Back in the days when we could make bone clay, players would find the best quality clay to build kilns, make bone ash with bears, later trolls, and then make bone clay. Use that higher quality bone clay to make better and better kilns. (There is a point of diminishing returns here.) Take your best kiln and best clay to make the best bricks for smelters. Smelt iron ore, make wrought iron blooms. Here's the tedious part (as if the rest wasn't tedious already)... blooms have a small chance (10%) to increase in quality when turned into wrought or even if they turn back to iron bars. You want the bars. Repeat this last step until you have the highest quality iron you can stand making to process into steel.
Current techniques are similar. We just don't have the bone clay (yet) to really push kiln and smelter quality much higher than what can naturally be found.
