1. Some terrains cannot be built on directly. You definitely need to pave forest areas.
2. Speed. Yeah, it makes getting around your camp easier as you can put it on "run" (speed 3) and move around with little stamina drain. If your base is large enough, just build some roads. The rest you're not going to want paved because it's for farmland or housing animals, etc.
I'm not aware of anything that decays as long as objects are on an active claim, paved or not. (Note a few exceptions like cupboards that will always decay outside.) If I recall correctly, jorb has said this may change in the future, but hasn't during world 8 or 9. (Buildings decaying on unpaved land even when under a claim was the normal behavior previously.)
Any other reason is purely aesthetic.
