I have some Wounds that will recover over time, do they recover also while offline? (I'm using leeches)
Also, do the Treated With Poultrice debuff remove over time? After how much time? Is the Stinging Pultrice consumable or I just have to make one? (Because it requires expencive items for a consumable item)

Yes, those wounds which recover over time will recover while offline. It increases HardHP cap, but does not heal your SoftHP until you log in and have high energy.
Yea, the Poutlice debuff does reduce over time.
Yes, the Poultice is consumed and is good for only 1 use.
