Underground charter stone

Can a charter stone be built underground?
I'm asking as I just started a new village, have to wait 2 days for it to be ready but to test i tried starting a charter stone and it said ''has to be built under the sun''
does it say that only because the village claim is not ready yet or because it can only be built above ground?

No, they have to be on the surface.
