Yeah, that has never been the case that I recall, but it's been a while since I played heavily (world 6). It was a general warning to not set white permissions as anyone you memorized or kinned were set to white automatically, so automatically picked up the white permissions. This is why you still shouldn't set white permissions unless you want a claim to be a "public area."
