Dropping Compost to Ground?

Can compost bins be used to permanently increase the quality of ground soil, or are they only effective for potting applications? I.e. if I drop mulch to the ground, does it change the quality of the soil where it lands, does it simply decay into the current soil quality, or does it take some average? Also, can mulch be used for terraforming?

any soil you dump into a node turns into that node's quality, so no, you can't raise local soil quality. you can however replenish empty soil nodes in this fashion

and yeah, pretty sure it can be used to terraform
