Is it possible to get an explanation as to how the land survey works in leveling?

Select an area you want to raise or decrease the level (dragging your mouse)...to increase the level you need soil in your inventory. That's pretty much all.

For me that was not obvious that you can select some area in the beginning.
But once I found some survey project for large area and realized that I was doing it wrong. I thought you do it tile by tile
