what depends quality of butcher wild animals

Good morning,
i have a porblem. i have a AVERAGE QUALITY 98 Bear, i butch it with my 84 quality iron axe. the result of butcher the bear is 73 quality bear meat. WHY????what depends the butching results? Thank you

That is actually a funny thing, when you cap or have a caping instrument, sometimes from average q worse materials (compare to the better q materials) you can get better average q items :D
