from what I can understand, as long as I know the charter stone name I can use the portico to travel to it.

so I will need to build a portico then input "Sevilla2" and then I will be able to get to Seville market to do some trading, and then when I am done I can just hearth back.

is this correct?

if this is correct is this a one time thing? or can I use it again and again or whatnot?

Correct, and it's an infinite thing. Just limited by travel weariness. You also need to visit the stone in person first though

Correct. You have to visit the charterstone, right click it and select "visit". From there on you will be able to fast travel to it.

dang, not too far away, but rather not travel out in the open. not saying that I would be "safe" there but was gonna use a fresh alt to do the trading.

Can't you also travel from Charterstone to Charterstone?

Yes, you can but the same rules still apply, you have to visit the charter you are travelling to in person first.
