You don't. Physically impossible to enter caves on cliffs like those, if you could exit from the inside and still not be able to reenter.

You could drop a mine hole down near there to make that spot accessible as an option, but it's a semi-pricey one.

Yeah, that mine entrance is going to be impossible. If it were further back from the shore you could do some terraforming, but it's too close to do any of that.
