I missed this world updates and Im trying to prepare for w10.

Is initial quest 'visit XXXX' close to your starting location, or random?
Is a good idea to focus on quests at new world start?
Is a good idea to use Hearth magic 'Commune With Nature' to obtain extra quests?

Is initial quest 'visit XXXX' close to your starting location, or random?

It's random but not too far from where you are when you hear whisper from the wind. You can always drop the quest, move to another area and wait for another whisper.

Is a good idea to focus on quests at new world start?

To focus on it - I don't think so. To do a few quests in parallel while you are doing other stuff around - why not.

Is a good idea to use Hearth magic 'Commune With Nature' to obtain extra quests?

At the current state of the system - not. You will lose more exp then you get from those extra quests.
