It caps stone quarried from mountains, stands to reason that it would cap mined stone as well.

Mining now softcaps quality of stone/ore by tool quality, and hardcaps by "Masonry" value.

Custom clients aren't showing the new skills and attributes until updated (haven't looked, most are probably updated now). This is probably how you couldn't figure it out, even if you missed reading the announcement thread.

Always make sure your client is up to date after a game update. Sometimes, like today, things work for the most part, maybe with some missing data. Most of the time, it seems, it ends up causing client crashes due to a change in data.
