How to terraform rock patches?

Rock patches in land cant be terraformed? or am I ill-informed? - Cant pave it or drop dirt on it etc. Does anyone know if there is a way to change it to dirt or are we stuck with it?

wouldnt it be possible to raise the level above rock with soil?

Ideally, yes, but then ideally we could make land bridges and forges across rivers by hauling stones and rocks. Unfortunately, this requires coding into the system, so what ideally is possible may not be allowed.

you can survey rock and cover it with soil to make it work, you cant survey water ( you can but shore is not editable)
