How do I get new quest?

So here's the thing:
I moved far far away from my starting position, abandoned all quests to get a new one, got tired of waiting, used Commune thing, got a quest in like 20 grids(or whatever those minimap squares are called) which is a bit too fucking far, wtf. Used commune again, got another quest which was a lot closer, DID the quest but the damn tree didn't give me a new one! Do I need to use commune every time now? How do I get a new quest from it?

Sounds really unlucky man, I did the same thing as you (moved far away), I just abandoned all my quests and very soon got a nearby one that branched out in the area.

I would suggest you keep abandoning your quests until you get a whisper/commune that works out.

This is odd. My understanding is you should get a new one when one is completed.

Otherewise, you'll get a new one within a few minutes to a few hours. If you've done a lot of quests it can take upwards of a few days; 2-3 is longest I've heard, but can't say it might not take longer.
