Can a village claim stand on the special resources?

Yes.
And I think it should be that way.
If you are unfortunate enough to have resource near your village and you want to expand someday. It wouldnt be nice if you couldnt.

I personally have fallen tree and 2 wolves lairs that I can't get rid off and I have to claim them :f

These aren't local resources. They just seem to be terrain features for now. No idea what they might be later.
