Safest way to start a village

I'm flattening land for a village, and want to know how to start a village without it being sabotaged part-way through.
Lets start with the idol. Once I build it, what stop someone from coming in and smashing it?
So then I'll build a wall. But what if I can't build one just after making a village? Can I make one beforehand, and leave it for a while?
Then what if the wall is unsafe? Does it need to be P-claimed beforehand? That's a 101x101 (or bigger) claim, just to be replaced by a village claim!
Should I just prepare to build the idol and wall at the same time?

So,
1) How safe is a lone idol?
2) How safe is an unclaimed palisade?
3) Is making both at once the only way to do this?

I would start with a small pclaim, only to cover the idol. It takes only 8 hours to become active. Build small palisade around the idol area, and THEN plop the idol.
Once the idol becomes active you can build outer wall.

Just cover the idol with a filled personal claim, what else you expect?
