Land Claim question

The other day I noticed someone setting up a claim maybe 5 tiles from my village. I said hi and offered help if he needed it. There was no reply after a bit so I moved on thinking.
1. His chat was down
2. His language was not English
3. He was setting up for some kind of problems later on.

I did notice his claim blocked my access to the lake water.
He used a tactic I hadn't seen before so I know he wasn't a noob. After planting his claim, he built 4 lean-to around his idol to protect it so he must have brought along a few alts.
The last world I was a peaceful farmer, even tamed a few sheep and cows. But land disputes are not something I was exposed to.

He removed his lean-to's so I know he's not planning on settling there. Here is the questions.
1. If I extend my village and it covers his idol, will I be able to walk across his claim to fetch water without performing criminal acts?
2. Can I even expand now that he has a Private claim that close?

Any suggestions or ideas would be helpful to this pacifist old farmer.

Perform exploit.

Exploit (protecting claim from destruction while it being vulnerable) complete.

No.

2. Can I even expand now that he has a Private claim that close?

Yes. But he can stull build stuff on it or (in case he logged out a character there) login on it later.

Any suggestions or ideas would be helpful to this pacifist old farmer.

Claim it with the village, build a palisade around it (and lock that) to be secure from characters logging in there, siege the claim and destroy it.

I'm pretty sure you can expand the village claim over his claim, than get rid of his p-claim for some of your village authority.

I think this work only if village had claimed land first.

Personal claims cannot be revoked by a village extending onto it. They can only be revoked if the village owned the land claim is on before the personal claim was made.

Legacy had proper Eminent Domain rules, but because of abuse, they had to go.
