Shelf requirements

I was organizing my stuff and remembered there is such thing as shelf. Searching forum, wiki and my crafting menu didn`t give me a clue how to make it. So please - share the knowledge - what is Shelf recipe and does it possibly require Lawspeaking? (cause that seems to be only possible skill i`m lacking from non-crime skills).

From what I remember it needs linseed oil, that's probably why you don't have the recipe =).
