Is farming bugged still?

I planted 15 quality flax with 90 farming skill, got back 12 quality seeds. I thought with that much overcapped farming the most it was supposed to de-level was -2 in one generation? Can somebody explain exactly how the quality gain on crops works in relation to farming skill?

if your farming is > Qseed then some random event happends
you get a random modifier of -5 to +5 on the next seed Quality, since we cant now inspect Quality of the seed we are blinded until we harvest the seed again

It should be -2 to +5, I don't know how it went down either. Both planter and harvester had sufficient farming?

It's [-2, 5]. RNG changes over time and distance as with previous two worlds. Please refer to recent patch notes.

As far as to why it dropped 3 points, it could be a rounding error. My guess is that if you had q12.9 to start, it'd show as q13 (especially if you didn't check for specific quality), but when the crop comes up, it drops the fractional part leaving you with a mysteriously missing point of quality.

I've not explicitly looked for rounding changes myself. I have just noticed that there is no longer a fractional quality after being harvested. Combining stacks is required to added a fractional quality back into the seeds.
