Does the charter stone apply the visitor buff to people who teleport into a village, or do I have to smack a palisade around it?

Pali around it is safest bet either way. I don't think it does cause they haven't passed through a gateway yet.

Travelling via charter does apply a visitor upon you and others travelling with you.
However due to jorbtar sometimes leaving holes, i'd still recommend a palisade around it.

I always assume most safety features are broken or will not auto apply hence gates and more gates and other defenses ready to go.

Palisades are ugly, screw safety. If it applies the visitor buff then its not getting a palisade.

There has been bugs before. Just saying. I always air on the side of caution.

Exploiting visitor debuffs were punished severely, and so far seems to be working as expected. Many strategies rely on it working properly.

They were punished, but the victims were still out of luck as far as I know. Ultimately it's each player's choice but I think it pays off to be paranoid in H&H.
