You need to lure it onto land before you kill it.

You can get on a horse, aggro it and then run it over with the horse when it's on land. Since dead swans are a terrain object and not an animal corpse (like boars, etc.), when killed in shallow water they immediately get dropped into the trash item pool.

Nothing floats on water in this game. Boats and knarrs are magical objects that prevent you from being sucked into the void.

I find the best way to get swans is to pick up every bit of stuff washed up on beaches.
