Why does bashing personal claim of a person that's not added to the village drain Village shield?

because it's an object that is both on village shield and personal shield at the same time so it acts as hitting both.

Yet still that's pretty sad that I have to risk my village to get rid of an inactive plot because I cannot revoke it.
