Nidbane and outlaw debuff

I have a question about nidbane mechanic:
Nidbane can attack only logged in players, and forcefully logs in a player after 24h of inactivity from that player.
A character with Outlaw debuff cannot log out.

If the client is closed (the character is still in the game due to debuff) can a nidbane attack that character instantly? Or does that 24h "grace" period affect the character?

It attacks a player who moves. After 24 hours, it attacks even if the player doesn't move. Being logged in or out is irrelevant.
