Can't find anyone

When I zone into the wilderness I have walked and walked and can't find anyone. Where do most people settle? Also is it possible that where I spawned is an island seems like there is all water around me unless I'm missing something. Please advise. Thank you

People settle everywhere, there are a ton of bases that I've found. Yet I also have trouble running into people, apart from my neighbors it's mostly quiet. People are probably in their bases working on daily chores rather than exploring/foraging.
