Destroy a Village Banner?

I'm remodeling and wanted to move village banners around. So I built a new one and now I can't destroy the old one! It says I am too weak to do any damage. Do I have to use a wrecking ball or something?

Lawspeaker (or anyone with land management permission) should be able to do it by hand.
