What is the best food for gaining agility in the early parts of the game?

Frog legs have great Hunger:Energy ratios and solid AGI/PER FEPs.
High Q Roast Rabbit is also relatively straightforward to obtain and gives pure AGI FEPs, don't bother with Q 20 and down, though as the FEPs for hunger are crap.
Adding 1 Ant Larvae (pure AGI FEP but crap hunger/satiation), 1 Spitroast rabbit (AGI with side of CON), and 1 Aphids (AGI/PER) per ding will help accelerate the process while ensuring AGI is dominant FEPs.

Note that all of this except frog legs relies on Forage satiation and it will tank quickly.

You can also add Beetroot Greens and Spindly Taproots for FEPless variety bonus once per ding.

If you have an herbalist table, dried batwings are where it's /AT/ for AGI. They take a while to dry though, and each bat gives only one.

very early on chives can be used, but they're pretty for hunger

There's a cost in the form of hunger, but yeah, been using that trick since World 7. :)
