How to unlock fishing gear menu?

You need to use live bait for the fishingpole, if you want to use woodfishes you need to learn Primitive Casting Rod for that.

Unfortunately, at least at low quality, rod casting is inferior to entrail fishing. Don't be surprised if you're a little disappointed, you lose fishing items really fast when doing that.

Did not realize quality impacted lure loss, etc.

Is it the quality of each item determines if it will break? Or is the quality of the casting rod that matters most here? I've got Q55 rock lobsters, but like, Q25 hooks, Q33 string, and a Q35 rod...
