Personally I used tube of tanning fluid to turn untanned rot into the exquisite one. It should show progress indicator when the tanning is going on, right?
After turning untanned into exquisite rot it can be added into vats of water just like bark.

Do I need tree bark first?

yes. It needs to be tanned in tanning fluid, not water. Once it's tanned, you can use it in place of tree bark.
