Foraged items Q capped at 11?

I have around 30 survival and all my other abilities are above 11, so why is it that all the forage I find have just 11 quality?

Possibly you foreage in an area that dosn't have higher qualities, or you're injured and this reduces your abilities.

I don't have any injuries that lower my abilities, and in some places the Q is fine but others its capped at 11.

depends on area you get it from.

There is your answer: foreage where the Q is fine - it varies by location.
