Depends on the tree. From my experience, trees with a larger base regrow fairly fast (one to two weeks, tops), while those with small bases can take a month. Some of the shrubs seem to take even longer. It's based completely on the random decay mechanic, which only processes while a map section is loaded. That makes those times I gave you relative. When I tracked those times, I was spending 2-3 hours a day in my village at a minimum, and total between 2-3 of us was about 3-5 hours on a typical day. If you're not online much in an area that isn't very busy, you may never see them regrow.

Disregard everyone else, trees regenerating their seeds/branches/etc by decay ticks which are somewhat random. I once harvested a full load of leaves, berries, seeds, and branches off of a high-q mulberry tree twice in the span of like 3 minutes, then it took the same tree weeks to regrow its leaves and shit again
