Am i missing something?

So i've got my fishing rod, string on, hook on, but i can't put any bait on it. the wiki said to hold the bait and right click the top square of the fishing pole, but nothing happens when i do so. i'm at a loss as i can't find any other info.

yes i know that. i have the brush rod, the one that uses bait. but i can't place any bait on it.
