Rebuilding the village claim

So i've lost my village totem and there's an empty space in the middle of my old village territory. There are flags around and they are still belong to my old village.
However, i can't build a totem where it previously was - "This land is already ruled".

Should i destroy all the flags around the place and rebuild the whole claim from scratch?
