1. Don't know for sure, but i'm pretty sure it's just Hafen, since there's a separate player-run Legacy counter, and i'm sure someone would have notified the maker of it if the HP counter counted Legacy players.

2. I'm assuming you mean smashing the palisade of a claimed place and raiding it, so no. Sieges are very difficult to do and take a huge amount of time, (Minimum is 7 real life hours.) so only huge factions do it, and usually only to other big factions.

No, it doesn't count legacy players, and if it did, it'd be an inconsequential amount. I understand that usually there's only a few players to a couple dozen logged into legacy at any given time.

1. Nope not showing legacy players (nearly all that are playing know each other anyways)
