While the network latency isn't always indicative of issues, if it's bouncing around a lot, it's a problem. Could be the manner you're connecting to the network, too. If you're using WiFi, and there are a lot of other connections, it can cause problems with any gaming, even web browsing. Using a wired connection or connecting to a different router can make a difference.
From my experience, university wireless networks are always congested.
