Not getting attribute buffs from equipments

I made a Fox Hat that gives me +2 Int and +5 Exp according to it's description, but when i equip it i only get 1 point in intelligence.

Am i missing something?

either you need more inteli, or you have a wound that does -1 inteli

Oh, so my attribute buffs can't be higher than the double of my base stats?
