Interacting with a quest giver in a village

I tried searching for this because it must have come up before.

I have completed a quest for a tree which is now within someone's village boundary, I can walk right up to the tree but can't "report back" because it belongs to the village, this seems more like a bug than something I should be asking How do I do this.

Workaround: either ask a village member to party you for the interaction (or, preferable, to change permissions so one can do them - if needed through a field cairn) or enable criminal acts.

Interactions with a questgiver which are demanded by quests should never need a criminal act.
IMHO a bug that needs to be fixed.
