Question about smelter and slag.

I know you can smelt Slag and have a low chance to get an ingot out of it but my question is about the byproduct.

Does the quality of the smelter/fuel effect the quality of the Gneiss or only the metal bar?
the wiki says "The formula used to determine the outcome quality of the bars you receive from smelting ore is similar to the kiln."
But nothing is said about the byproduct, I do not have a smelter or slag to try it out,
but "if" i remember correctly the Gneiss is the same quality as the ore? But not sure I might have used high quality smelter/fuel and the ore hardcap the quality of the Gneiss.

If a smithing wiz could help me out would be great, I am trying to learn a new part of the game for me.
