If your highest attribute is higher than the quality of the symbel item, it's effects are reduced to near nothing. This is only applied when you sit in a chair.
Total misplay.

So if I am understanding you correctly, because my intelligence is 45, forks, plates, etc, all contribute nothing to my FEP unless their quality is 45+? I'm asking for clarification because it seems like my table is always going to be useless. By the time I can get most q40+ table stuff, I expect my highest stat could be 80 or more.

I do think that you are correct. But who am I to judge?

As a rule of thumb, everything that makes life easyer and less boring/grinding for players is a great idea. Everything that makes the game harder is crap coming from sadistic tendencies of Jorbtar helped by the few players with the same kind of disorders.

Unless you're playing catchup, symbel has been more or less removed from the game. Great if you join later world though I suppose.

But not sitting in a chair at all results in no bonuses at all?

I wouldn't call it "removed from game." It was very heavily nerfed, though.
