Pave this Tile?

I'm pretty sure I'm missing something fundamentally simple here.

When I try to pave this forest tile with stone, I get a message that says I can't do that on this terrain.
When I try to stomp to dirt, it doesn't affect the tile.
When I try to dig, I don't have the clearence.

I'd remove the stone tiles to dig and remove the forest, but I don't remember how to unpave a tile.

anyone know how?

Hand plow it?

Edit: That is, just hand plow the forest tile and then pave it. Hand plow is also how you remove stone, though, if I recall correctly.

plow it with either hand plow or a wooden plow (carpentry and farming required), stomping to dirt will turn paved tiles to dirt.
